"Mark Folder Read" not appropriate for Account context menu

As part of bug 130070's fix, the "Mark Folder Read" menu item is now displayed
for accounts (and "Local Folders" and newsgroups). Selecting it does nothing,
as expected. It should be removed from the menu.
If someone is looking for an item to replace it with, I suggest bug 93001.

Marking FIXED because in fact a patch specific for this bug was checked in, at
bug 130070.

And I can verify the fix works, testing with 1.6b-1208.
