220592 - Cookie Manager list dosen't work vertically when I delete cookies

When I go into the cookie manager and delete a cookie then scrool to the bottom
of the window, there are extra lines.

Reproducible: Always

Steps to Reproduce:
1. Go into the cookie manager.
2. Delete a cookie.
3. Scrool to the bottom of the page.

Actual Results:  
There were extra lines displayed that you could select but not delete.

Expected Results:  
The extra lines should not have been there. The list should have stopped at the
bottom of the list of cookies.
