When I am on a website, if I minimize the browser and then bring it back up I
loose the ability to scroll with the scroll wheel on the mouse.  This only
happens if I have one browser window or if I have more than one and I minimize
all of them.  If I click on a link or reload the page, then the scrolling
function works again.  This is happening on my Windows 2000 system

Reproducible: Always

Steps to Reproduce:
1. bring up any web page
2. check function of scroll wheel
3. minimize browser
4. bring it back up
5. try to use scroll wheel

Actual Results:  
scroll wheel didn't function

Expected Results:  
When I move the scroll wheel on the mouse, the page should scroll.

Already fixed in nightlies.
