224483 - Unlike previous versions of Mozilla, up through 1.4.1, version 1.5 misreads this page and places in odd characters

This is a page that I created for legal work.  All previous versions of Mozilla,
including 1.4.1, properly read the page.  Version 1.5 does not.  But it get's
more confusing!  The page will be read by Internet Explorer.  If the page is
uploaded to a Geocities page, then Mozilla 1.5 will read it just fine. 
Therefore, the problem exists when Mozilla 1.5 attempts to read the page on
AOL's server.  I completely unistalled 1.5 and then reinstalled 1.4 then
1.4.1[after unistalling 1.4] (both of which read the page).  I then uninstalled
1.4.1 and reinstalled 1.5.  The problem persisted.  Uninstalling 1.5 and
returning to 1.4.1 solves the problem and the page can be read on AOL's server.
 I am thus currently using version 1.4.1.

Strange characters appear in the page, some of them appear to be Chinese.

Expected Results:  
Read the page correctly in English.

This is a server problem. It delivers two different charsets for the page.

And Mozilla selects the first one which is correct. Please ask the webmaster
that they fix their server
