font rendering - glow around letters doesn't display in Mozilla

Some message posts are made with a glow around the letters. If the user selects
a black font on black background with glow (or white on white), the post is
unreadable unless highlighted (tried Internet Explorer to check, and it renders
the glow). This glow effect also gets used in various forums at
http://www.neopets.com/neoboards/index.phtml
Reproducible: Always
Steps to Reproduce:
1. log in to neopets.
2. go to chat and choose a forum.
3. post a message and use the "G" icon to enable the glow, type where TEXT
appears between the [glow c=orange w=300 s=2] and [/glow] tags.
4. view the posted message.
Actual Results:
the entered text is readable (unless font color is the same as the background)
but does not have a glow around it.
Expected Results:
displayed text with a glow around it.

I'm assuming that IE's 'filter' CSS property is used, but I didn't bother
creating an account to check. If that's not the case, please reopen.
