In various HTML mail news services (NYTimes direct, eWeek, ZDNet, etc.) clicking
on TOC links at the beginning and/or side of the newsletter causes an alert
message to be displayed, containing the message "  is not a registered
protocol." This happens both in the 3-pane preview of the HTML mail as well as
stand-alone message windows. Links that create this problem are formatted as
follows:

Reproducible: Always

Steps to Reproduce:
1.Display HTML newsletter in 3-pane preview or standalone message window
2.Click on TOC link to story further down in the email
3.Alert message box is displayed

Actual Results:  
Alert dialogue displayed. Clicking OK brings focus back to preview pane/message
window.

Expected Results:  
Positioned mail to location of article.
