Details
If you have a copy of IE 5, look at http://money.go.com. Under the symbol
lookup there is a menu. Hold your mouse pointer over a link, e.g PORTFOLIOS
IE displays the <A> tag's title="" attribute value as a tooltip. I think it is
a good idea. Is this something we could see in Mozilla?

That's a good question. If it's a valid behavior (as defined, of course, by the
W3C HTML 4 specification), then I would guess it will be.
