Tooltips should be supported on any element that has a title attribute.
Especially A's and IMG's. In the case of an IMG with an ALT attribute and a
TITLE attribute, the TITLE should be used for the tooptip.

This bug does not occur with 4.51, putting on [4.xP] radar.
When I tested this URL against 4.51, I could not see that it worked.
So, this bug occurs on 4.51 and 5.0, yes?  And with IE?
The original bug I wrote up (marked a dup of this one) concerned itself
specifically with the functionality of the TITLE attribute. One way that it
can manifest itself is as a tool tip. So, the bug was not a 'tool tip' bug so to
speak, but a bug indicating that the TITLE attribute does not work . The TITLE
attribute does not work in 4.51 or 5.0. IE implements the TITLE attribute using
tool tips - the TITLE attribute DOES work in IE.

I don't think ALT should ever be used for tooltips.  It is intended to replace
the image, and if it causes tooltips, it will discourage people from using ALT.
Yes, I agree with David. Alt should never be used for the tooltip
