Many questions about the problem by bug 2654 can be found in Mozillazine forum
or other forums or BBS, although "Known Issues" of "Relese Notes" of almost all
releases of Mozilla describes about bug 2654.
This bug is not mentiond by Thunderbird's relase notes like documents.
This make it worse in Thuderbird environment - many many question in Thunderbird
related forums/BBS and some DUPE bugs of bug 2654.

This bug is one of the oldest unfixed bugs in Bugzilla and I'm tired to read 
many questions or DUPE bug reports due to bug 2654.
Why don't Mozilla prompt user to restart Mozilla when user changed "Local
Directry" setting?

Following is an expample of prompt message.
> You've changed "Local Directry" field.
> Sorry but Mozilla requires restart due to bug 2654.
> Please restart Mozilla untill bug 2654 will be fixed.
>    OK      - I will restart Mozilla certainly. Do not worry aboout.
>    Cancel  - I do not want to resatrt. Cancel change, please.

Duping to your earlier bug for the same issue, WADA.  Also, removing the 
dependency, because it is not a dependency:  if bug 2654 is fixed, that makes 
this bug unnecessary; but if it's not fixed, then this bug (or rather, the dupe) 
can proceed.
