If the Firebird window is located on the secondary monitor under Windows (i.e.
there is no start bar on this monitor) and one switches to full screen mode, the
start bar on the primary menu is hidden.

Reproducible: Always

Steps to Reproduce:
1. Start Firebird on secondary monitor or move it there.
2. Switch to full screen mode.

Actual Results:  
Start bar on primary monitor disappears.

Expected Results:  
Start bar should only be hidden if Firebird window is on primary monitor and is
switched to full screen mode. If Firebird window is on secondary monitor, start
bar on primary monitor should not disappear.
