Since Bug 174298 the projects on http://bugzilla.mozilla.org/enter_bug.cgi are
grouped by category, but this is a Mozilla specific hack. I'd like to suggest a
generic solution using project categories stored in the database. This implies :
- a new table for the categories
- a category field in the product table
- an editcategories.cgi page to manage categories
- a category select field on the product edit page
- a modification of enter_bug.cgi to group the projects by category. Products
not assigned to a category would be displayed under a "Others" category at the
bottom of the page, but only if at least 1 category has been defined.

Additionally a category could define default values for its products (the vote
settings for example).
