This is a small annoyance. Why can't it remember that every time I open I choose
online.

Suggest changing OS to ALL and Severity up to Normal.
Try changing Edit -> Pref. -> Mail & News -> Offline... -> When starting up:
or go to about:config and change offline.startup_state to 0.
Bug 226046 seems to be the bug that will add "Don't ask again" check box.

Edit->Preferences->... worked for me.
