Details

Able to specify a HTTP proxy and FTP proxy, but not a Security proxy. Therefore
am unable to connect to the internet from behind the security that has been put
in place by the network administrators...
Forgot to mention that this is release M12 of Mozilla
New pref dialogs landed last night, I believe. This may be in builds after
today. You can try one if you would like:
ftp://ftp.mozilla.org/pub/mozilla/nightly/
Note that nightly builds for OpenVMS are NOT available. The next OpenVMS
version is expected to be M13, which is expected later this month.

This is not OpenVMS-specific. The authentication code isn't in M12.

Sounds very much like bug 22405 to me.
