232162 - no UI to remove saved query without running it

There's no UI to remove a saved query without running that query.

This is especially painful because of bug 231949 comment 1 -- I have a bunch of
saved queries for "X in the past day" that now find all bugs in Bugzilla, yet I
can't remove or edit them without running them, which takes a few minutes for
each one.

The UI in question is a b.m.o-specific hack.  This does nothing to solve the
problem in the Bugzilla distribution until some agreed upon and properly
reviewed version of it makes it into cvs.

Indeed it is. 

It's my belief that new installs of Bugzilla will be happy with the new UI; this
is to ease transition, just as Myk made the "old" templatised version of the
search interface available on b.m.o. for a period when we changed that over.
