the fix
this makes the local folders directory text box read only, and adds a browse
button which brings up a folder picker dialog which you use to change the local
folders directory.
Am open to changes to the wording on the dialog.
It would be nice if this also worked for the other local folder directories
(news, imap) we allow the user to change. But the account manager panels
currently have no shared XUL or JS so we'd either have to add a new JS file
they all share from or we clone BrowseForLocalFolders() in those two locations.
