The Mozilla Firebird's JS console has no menu bar. So Mac OS X menu bar content
doesn't switch to appropriate one when activate the JS console. It seems to be
browser's one. Browser's menu bar is displayed, but it doesn't work because
current window isn't browser.

Steps to Reproduce:
1.Open JavaScript console
2.Make it active
Actual Results:  
Menu bar doesn't switch its contents for JavaScript console.

Expected Results:  
It switches to the menu bar contents for JavaScript console.

Bug239218 did fix. 
However, the menu of JavaScript Console has not changed into an appropriate
thing yet.

We're not going to add more window-specific menus on mac, the expected behavior
on mac is a *gloabl* application menu.
