It's just based on anecdotal evidence, but I don't think that people understand
that "Add engines..." will allow them to add additional search plugins. I think
the word "engine" may not be obvious to everyone. We should make this feature
more obvious by changing the label to something like "Add searches" or "More
search tools..." or maybe "Add search engines...". Even in the context of
search, I'm not sure that everyone understands that an "engine" is a "search
site like Google or Yahoo".

I have created a patch which simply changes the add engines text to add search
engines. If need be someone should check this, but I don't think it should be
checked much?

I was thinking about this today, I think when people think of 'Search Engines'
they think of dedicated search sites such as Google or Yahoo. People don't think
about Amazon or IMDB in this category. So perhaps a more appropriate
nomenclature would be 'Add Site Searches' as this could incorporate both types
of aforementioned sited.

There's an incoming patch for bug 235204 which will create a document-modal
dialog to act as Web Search in cases where the web search tool is missing from
chrome (either toolbars are hidden or it was removed from the toolbar).
Based on discussions in IRC, as well as this bug, that dialog has "Add Search
Engines" which was felt to be the best current terminology for the function.
Users will really be looking for words to the effect of "add types of searches",
and I think they'll take to "Search Engine" pretty easily. It's also how we
refer to it in all our docs right now.
If that patch lands, then this one really should, too, for the sake of
consistency within our search UI. Thus, until someone slaps me, I'm saying that
this bug blocks that one :)
