Mozilla with no mail still starts mail webshells making it impossible to shutdown mozilla.

Details

When choosing "base install" in the installer Mail&News doesn't get installed.
But it's still possible to select Mail from the Task menu.
Selecting Mail&News starts a new webshell, but no window appears.
So when closing the browser, Mozilla think that there a still windows with
mozilla running while the only thing I can see it my dos box.
The only way to shutdown mozilla is to crash the dos box!

I can reproduce this again:
Choose custom install and dont install mailnews.
Start mozilla and choose Mail from the task menu
Exit Mozilla

Start the mozilla-win32-installer.exe

It will now tell you that there is instance of mozilla running and a small 
window without any content suddently appears!

Does thi still occur with latest build?
lchiang, does this occur on a Nav Only commercial build?

Jan - mail QA doesn't test installation without mail installed.  Navigator only 
testing with menu items, etc are in browser group.   I'll ask Henrik to try out 
again.  Henrik - can you try this?

ssu, this seems to be a NavOnly install bug?  Who would get this?

See bug 18484- navonly installs (now custom, choose no components 
installs) should disable mail/address book etc. assigned to putterman
I don't know who this belongs to.  It's not a install problem.

Scott, Bill, do you know who this might belong to?
