Reproducible: Always
Steps to Reproduce:
1. Launch setup.exe
2. Select "Install browser only"
3. Install

Actual Results:  
XPCOM.DLL is not being installed, so starting mozilla after setup the browser
does not come up.

Expected Results:  
Install successfully.
