if there's a lot of email addresses in "To:" field (more that mailnews can fit
on the screen the addresses below the bottom of the screen cannot be seen
because there's no scroll bar.

Reproducible: Always
Steps to Reproduce:
1. send an email to yourself with many email addresses in To: field (enough to
fill the screen (100-200))
2. receive the email and try to see all addresses

Actual Results:  
only top addresses are visible

Expected Results:  
there's should be a scroll bar to scroll to the bottom to see all adresses
