When using a select box with the "size" attribute the background property of a
style element is not applied.  If the "size" attribute is removed the background
attribue displays properly.

Steps to Reproduce:
Simply visit the above URL

Actual Results:  
The background was not displayed

Expected Results:  
Dispalyed the background color of RED on the first select box

We did some additional testing and this works perfectly on Linux, just not on
Windows

Since the URL is dead, I'm duping this to Bug 224974. Reporter, if you can still
reproduce this on a nightly build then please attach a testcase and reopen this bug.
