in the downloads section of the options window the change action windows appears
when you select one element of the list and double click the up or down arrow in
the scrollbar

Steps to Reproduce:
1. Menu tools
2. options
3. OPtions windows appears, go to the downloads section
4. Select one element of the list
5. double click the up ro down arrow in the scroolbar
6. change action window appears

Actual Results:  
change action window appears

Expected Results:  
nothing
