239033 - Attachment descriptions with "bug XXXX" in them create garbled links in bug page

If I use the magic phrase "bug XXXX", where XXXX is a bug number, Bugzilla
garbles the link to the attachment on the bug's page.

For example, see bug 35229 comment 26, or my test bug on Landfill at:

    http://landfill.bugzilla.org/bugzilla-tip/show_bug.cgi?id=1886

Reproducible: Always
Steps to Reproduce:
1. Create a new bug, perhaps on landfill.bugzilla.org
2. Add an attachment to the bug
3. Attach any file you'd like
4. For the description, enter "bug XXXX", where XXXX is a valid bug number.
5. Select the appropriate content-type.
6. Hit Submit
7. Click "Go back to bug YYYY", where YYYY is the number of the bug you just created
8. Scroll down to the comment you just added

Actual Results:  
Garbled text was displayed as the link to the attachment.  In my test bug, it was:

    bug 1776 in here?">Created an attachment (id=235)

Expected Results:  
Displayed something garble-free, probably by not trying to convert bug XXXX into
a link.


Other magical phrases may have the same comment, such as comment ZZZZ.
