You could set any kind of name to a directory but then you can't use it anymore

I set "???" as a new directory name; it has been created without problem... I
could set up filters on it, move mails to it but then I can't access to them...
I'm able to see them but not to access their content nor moving them back.
The only way I've found is to rename the directory and then all works again...

It's the same thing for names containing special characters (@+!за) as their
first letter.

Steps to Reproduce:
1. create a directory named ???
2. Move some mail into it
3. try to open/move/copy them

Actual Results:  
Nothing; that's the problem...

Expected Results:  
It should have denied me to set up such as names or it should have worked with them.

I'm using the Debian Sid deb file...
I've installed the French Localization, I'm using the default Modern Theme.

I've installed enigmail using the lastest expressInstall and its localization files.

but I've tested whith several other configuration (even Moz 1.7beta) and it
remains the same...I'm astonished that noone as previously send a bug report.

Did you created "directory" named ??? by mkdir?
Or do you mean you created "mail folder" named ??? by Mozilla (through File /
New / Folder and so on)?
If latter, "?" problem is DUP of bug 41944.

WORKSFORME on *Japanese* MS Windows, Thunderbird latest-trunk 2004/11/10 build.
Following file sets are used by Thunderbird.
   @ and @.msf , + and +.msf , ! and !.msf , c and c.msf , a and a.msf
 ( 'ccedil', 'agrave' in windows-1252 is converted to 'c', 'a' in Shift_JIS )  
 ( respectively when Japanese MS Windows.                                   )

Since some bugs such as bug 260034 exist when European locale, your problem is 
possibly character conversion problem.
If it is true, some problems are expected to be resolved on current nightly.
Please test with latest nightly and and see file name for the mail folder.
 (1)Create a folder for testing (say 'Test').
 (2)Create subfolders named '@', '+', '!', 'з', 'а' and copy mail(s) to them.
    (single character is recommended for ease of analysys) 
 (3)Check file names in 'Test.sbd' directry under Mozilla's Mail directry.

Another question.
Reporter, is this problem on local directry? Or IMAP directry?

When local directry", they are Mozila's bug, if user specified special character
in mail folder name on Mozilla's UI and problem occured, and many of them are
resolved or waiting for fix or under analysis. 
But problems caused by manual creation of directry for mail or file for mail
with special characters in its name is "User Error".
Which case?

This is different when IMAP.
When IMAP, directry/file can be created by mail server using other mail client.
So special care is required when IMAP.
IMAP case? 
Sorry, I forgot this one was open... 

It is a local mail folder ... using IMAP, my server won't create such a
directory ;-)
It's NOT a 'character conversion problem' : I think it's only a filesystem problem.
