If a web site favicon is 16px x 16px all the bookmarks icons for web sites look
normal.  If one or two web sites have a favicon set at 32px x 32px then Moxilla
displays those favicons twice the size of the 16px favicons.

On the surface this seems nornal for image rendering, except for the fact that
the favicons of both sizes render correctly in the Location Bar in the browser.
 In Bookmarks and Bookmark Manager the favicons of both sizes should b the same
size as the 16px favicon.  For Internet Explorer users there are two standard
favicon sizes 16px and 32px, but both sizes render to the smaller 16px size.

Reproducible: Always
Steps to Reproduce:
1. Open Mozilla and enter www.pogo.com/ into teh location bar.
2. Press Enter.
3. Bookmark the Pogo.com web site.
4. Open Bookmarks to where you saved the Pogo bookmark.
5. Notice the larger size of the favicon.
6. Open Bookmark Manager and go to where you saved the Pogo bookmark.
7. Notice the larger size of the favicon.
8. If you have several bookmarks where web sites have favicons the impact is
even greater.

Actual Results:  
I went back into my web sites and created favicons at 16px x 16px.  Now all my
favicons look the same as most other bookmarked web sites.  This is not a patch
for the problem.  Most web developers will not correct their favicons for Mozilla.

Expected Results:  
The Mozilla Browser should have scaled the favicon down to 16px x 16px as a
standard size.

This is probably a Chrome setting for Bookmarks in the browser, but we cannot
expect Joe User to modify his/her internal browser settings.  The browser needs
to do this automatically.
