In Communicator 4.8 the “offline-mode” setting was saved when I closed the 
program. Netscape 7.1 always starts in “online-mode”. I would be much better if 
this setting would be remembered by Netscape again.

it's there in the preferences (see <about:config>, set 'offline.startup_state'
to 1), but there's no GUI for it in the browser (that got moved to the Mail/News
component)

Oops, wrong bug. It's there in the Mail/News preferences, see "Mail &
News->Offline & Disk Space".
