This bug and bug 17524, "[4.xP] context menu on links has "Bookmark this page"", ASSIGNED, should probably be considered together. The consensus there is that "Bookmark This Page" would change to "Bookmark This Link" when the right click is over a link, rather than dead space on the page, so that's another string to change to Initial Capitalization.
