Overview Description:
While downloading a file, when a new Navigator Window is opened, it doesn't
come up until the file has completed downloading.

Steps to Reproduce:
Load Up Mozilla
Start downloading a file.   (I used:   http://www.bpftp.com/cgi-bin/closest.cgi
Hit Ctrl-N or use the File menu to open a new Navigator Window

Actual Results:
The new window is not opened up until the file has completed downloading

Expected Results:
The new window opens up, while the file continues to download.

Build Date and Platform:
Mozilla build 2000011608
Win95
Confirmed that New windows do not open during file download. 

With 2000-01-31-09-M14 on WinNT, they do not open after download, either,
and while the browser can be used afterward, it crashes on exit (the
console window hangs at a WEBSHELL=- line until it is killed, then the
menory Mozilla used comes back.

This must be a known issue by now...

This is an xpapp issue. It has nothing to do with the progress meter widget 
itself.

This causes Linux moz to freeze up (forcing you to kill it off with a ctrl-c) so
I'm upping the severity to critical.

Many times you CAN get a new browser window, you just have to be persistant. :-)

Bill, will this bug be taken care of with the rewrite of the file downloading
code that you already started?

This is a dup of some or all of the various "download sucks" bugs.  I'm 
resolving it as a dup of the one Tom opened fresh yesterday (32544).
