For the love of all that is sweet and pure please restrict the [reply] button to users with editbugs privileges. People who don't have such privs are starting to top quote *and* not trim *and* just hit reply on a random comment instead of replying specifically to a particular comment, any single one of which is bad enough, but all three...
At least some of the problem lies in Bug 247127. Prog.
