I'm not too sure if this is a feature but I find it quite irritating. If you
have the Download Manager as the highlighted window in the foreground none of
the options in the menu bar work. You have to minize the Download Manager so as
to be able to create a new window or bring up the history window.

Reproducible: Always
Steps to Reproduce:
1.Open Dowload Manager 
2.Attempt to open something while keeping download manager in focus
3.Profit

Actual Results:  
Nada.

Expected Results:  
New windows.

It reproduces, even while opening Help and Javascript Console.
This problem is reproduced also by Thunderbird.

I think that it reproduces when the window which probably does not have a menu
is displayed.

Sorry fokes but this is a dup.

For crot0 see bug 239218

I will dup this bug to bug 245206 since that one is assigned and deals directly
to the DL manger (even if that bug should be duped to 239218)
