Various dialog boxes (at a minimum Add Bookmark, Opening <filename>, and
Customize Toolbar) jump around the screen, usually upon user interaction, but
sometimes simply less than a second after opening.

Reproducible: Always
Steps to Reproduce:
Add Bookmarks:
1. Type Cmd-D to open the Add Bookmark dialog.
2. Click the down arrow to expand the display for Create in:
3. Dialog jumps from middle of the screen to the upper left.

Opening <filename>:
1. Click on a link that triggers the Opening <filename> dialog, such as for a
dmg file.
2. Watch as the dialog opens in the middle of the screen and then jumps to the
upper left.

Customize Toolbar:
1. Right click on the toolbar.
2. Select Customize.
3. Watch as the dialog opens and expands like a sheet, which, as a side note
seems inconsistent with OS behavior.
4. Move the Customize Toolbar window from its default position.
5. Drag an icon to/from the toolbar.
6. Watch as the dialog jumps back to the middle of the screen.
7. Click Done and watch the window jump to the upper left portion of the screen
and collapse like a sheet before disappearing.

Actual Results:  
Dialog moves around the screen.

Expected Results:  
In all cases, the dialog should remain where the user positioned it.
