Alt+f brings up "New Folder" dialog rather than "File" menu.  The title says it all!

Reproducible: Always
Steps to Reproduce:
1. In firefox, buring up "Bookmarks" menu, 
2. then "Manage Bookmarks"
3. Press Alt+f to being up file menu

Actual Results:  
"New Folder" dialog box apprears.

Expected Results:  
Should have dropped "File" menu.
Confirming the same thing here.
