Scrolling of any of the internal frames in the Moz XML example causes strange
scrolling artifacts in other frames (in particular the first frame)
"Ghost" scrollbars also appear in the second frame, but they scroll a different
frame.

After hitting the Toggle Style button to go back to the original layout, the
frames are not destroyed. It's also the arrow buttons that cause the weirdness,
not the thumb.
Assigning all open "nobody@mozilla.org" bugs to "leger@netscape.com" to weed
thru.

can reproduce on win98 and m13
how to do so:
in any frame, click any of the arrow buttons, and it will lead to the
aforementioned bug.
however, clicking on Toggle does work for me. Accepting bug and moving it to XML

This is a duplicate of bug 22684. When the arrow is pressed down, the document
is getting reflowed and some of the widgets are getting positioned wrongly and
then moved. That's why you see wrong content for a split second in one of the
widgets.

Thunderbird does not use "esr.*" as a release type.
