When loading an FTP directory that contains sufficuent entries to cause a
scrollbar to appear, the thumb loses all proportioanlity to the actual size it
*should* be.

Steps to reproduce:

1) Load the nightly builds directory of the Mozilla ftp.
2) Click on "Other nightly builds" to get the long directory listing.
3) Notice that thumb is not sized correctly in relation to content.

What happens:
The thumb appears to make itself exactly as big as the span between the two
scroller arrows regardless of how much the thumb is going to need to scroll. If
you size your window appropriately, you can scroll the thumb right off of the
screen!

Expected:
Thumb should size itself appropriately for content. Should never be able to
scroll thumb off of scrollbar.

This seems to happen when content is dynamically generated without a 'real'
reflow. An easy way to see this is to go to ftp.mozilla.org/pub/mozilla and then
click on nightly. If you go directly to ftp.mozilla.org/pub/mozilla/nightly by
typing it in the url field then you don't see the problem. It also happens in
the sidebar in what's related.

I didn't see this on evaughn current list of bugs.

If you resize the window after the directory listing is generated, the thumb is
sized wrong, but it slides right - never past the end that is.
