Screenshot of the non-proportional scrollbar
When I opened the sidebar to "Bookmarks" and expand a folder of bookmarks so
that the list of bookmarks goes off the bottom of the sidebar display area, the
scrollbar does not adjust itself to account for the longer space.

For some reason, the first three screenshots (submitted with M13) are corrupted.
The 4th screenshot (submitted with 4.7) is the one to look at.
Note that the scrollbar doesn't show that there are additional bookmarks below
the bottom edge of the screen. It does allow me to scroll down, at which point
is seems to adjust itself slightly.

There is a bug filed on uploading attachment larger than 48k on windows and mac.
This scrollbar bug is a duplicate of 24969
