Please change the required perl modules for the 2.18 documentation
bugzilla-guide.xml and the release-notes.txt required dbi v1.32 but checksetup.pl
required 1.36

gah, as mentioned, the release notes are wrong, too.  not fun.

Don't forget to update the release notes, and add a note if this is a change
from 2.17.7 or 2.16.5.

Not sure if the initial change to checksetup.pl is required; PatchReader docs
say 0.9.4 is required, but the checksetup check only had 0.
