251558 - listboxes can't be scrolled

I hope I managed to choose layout:form controls. this is hard to do when you
can't see what you're selecting! :)

On the bugzilal query page and the enter_bug page, all listboxes have a srollbar
that shows at full height and is therefore unscrollable. Trying to scroll with
the keyboard does change the selection, but the currently selected item is not
visible.

I'm currently noticing that this is also the case for textareas; in this case,
no scrollbar appears. I apologize for possible typos in this paragraph :)

additionally, dropdown lists have no scrollbar, and show only the first few
entries, as shown on the "Component" list here, for example.
