scroll using trackball with cursor anywhere in page.
Reproducible: Always
Steps to Reproduce:
1.Open Firefox
2.select universal scroll button trackball
3.try scrolling down
4. nothing happens
Actual Results:

Expected Results:
universal scroll should allow me to scroll down with cursor anywhere on page,
not using scroll bar at side of page.
