I guess that most users most of the time use Firefox for surfing the web
on-line. If that is true, then Firefox should be accomodated to them and not to
minority of other users. That means that Firefox should always run in on-line
state at its start.

I absolutely disagree!  It should start in whatever the state was when it was closed.  If you want it to start online, then place it in that state before you close.  
This would have some weird UI effects, I think.
Actually, this is already implemented.
