proposed fix
I made sure the fundamental stuff works - clicking on a folder w/ an
out-of-date summary file does reparse the summary file.

david, thanks for fixing this!
as far as regression testing, you might also want to check that news does the
right thing. when I originally "fixed" bug #244217, it affected news.
do we need to fix nsImapDatabase.cpp and/or nsNewsDatabase.cpp?
