See testcase, If the popup blocker is enabled, Mozilla blocks window.open from a
menuitem inside a button of type "menu". However from a normal button it is
allowed. 

If the domain is added to list of allowed sites, then it the popup works on both
buttons. (Although on a separate issue this doesn't seem to work if the port is
not the default).


Reproducible: Always
Steps to Reproduce:
1. enable popup blocking
2. go to testcase
3. try clicking menuitem on left button

Actual Results:  
the popup is blocked.

Expected Results:  
It should not be blocked since it is requested by the user.
Chances are, the menu does the popup off a timeout....
No it doesn't, look at the source...
