After switching from the 20040727 build to the 20040731 one, I see now question
marks in place of non-ASCII letters within each live bookmark title. I didn't
try the builds between so can't tell when exactly it happend for the first time.

Reproducible: Always
Steps to Reproduce:
1.Create a live bookmark with a location of non-english feed
2.Open the respective live bookmarks folder and look at the generated titles
3.If you see question marks in them, it's wrong.

Actual Results:  
Live bookmark titles containing question marks in place of locale non-ASCII letters

Expected Results:  
Use proper encoding to show locale letters

If you happen to have Sage extension istalled, it'll show you how the titles
should look like.

sorry for bugspam, long-overdue mass reassign of ancient QA contact bugs, filter on "beltznerLovesGoats" to get rid of this mass change
