There should be an option in the bookmark manager to be able to delete the
Personal Toolbar Folder if the folder is empty.

Reproducible: Always
Steps to Reproduce:
1.Click Bookmarks menu
2.Click Manage Bookmarks
3.Try to delete the Personal Toolbar Folder

Actual Results:  
The Personal Toolbar Folder couldn't be deleted.

Expected Results:  
Allow a user to delete the Personal Toolbar Folder if it's empty.

Make it available as third party program so that users can delete this folder. 
Even making it an extension would insure that only people who really want to
will delete it and if they install it by accident, simply remove the extension.
 See?  There is a way to do this that can make everyone happy.  If this problem
isn't resolved I may switch browsers, and on my Mac I may discontinue use of
Mozilla web browsers.  This is very annoying and the workaround is one that
won't do any good for people who don't use bookmark folders.  Or make it
possible to disable this folder in Mozilla Firefox's preferences.  Then people
wouldn't need to install an extension and make their browser more bloatware.  I
know Firefox is hardly bloatware, but some people use so many extensions that it
can easily become that.

Its a duplicate.  The decision was made a long time ago, and isn't about to be
revisited.
