25559 - automatic proxy is not working

M13 release build on OpenVMS. But I get the same behavior on my Linux system so 
it would appear to be generic to all Unix builds.

I enable automatic proxies in the preferences window, and enter a URL of a valid 
autoproxy file. Exit Mozilla and restart. Now Mozilla can't get beyond my 
firewall. Its as if its not loading the file. And if I check on the server where 
the autoproxy file lives, I don't see any attempts to access the file.

I use the same autoproxy URL from the same system but with Navigator 4.6 and it 
works just fine. So I know the autoproxy itself is working fine.

There are various bug reports for proxies not working, but I couldn't find one 
that was still open for autoproxies not working.

You're right. It is (though that one actually addresses many problems!!).
