Can't open prefs dialog twice

The preferences dialog can't be opened after it has been opened and dismissed
once.
To reproduce:
1. Edit | Preferences
2. Click ok or cancel
3. Edit | Preferences
Actual result: No prefs dialog appears. The console outputs:
we don't handle eBorderStyle_close yet... please fix me
WEBSHELL+ = 5
*** panel to load is = chrome://pref/content/pref-appearance.xul
WEBSHELL+ = 6
Expected result: prefs dialog opens
