25907 - [Dogfood] Prefs launch only once per session

found this while using 2000-01-31-08 bits on linux [non-comm] and winNT [comm].

1. launch mozilla/seamonkey.
2. open prefs (Edit > Preferences...).
3. click Cancel button in prefs dialog.
4. repeat step 2.

result: after repeating step 2, prefs will not launch. at all. console info (on
linux non-comm version) non-helpful, imho:

*** panel to load is = chrome://pref/content/pref-appearance.xul
WEBSHELL+ = 7

upgraded to blocker, because:

on winNT: after 2nd attempt to open prefs, doing mouseovers over the menubar
automatically drops down the menus (it shouldn't). after a 3rd or 4th attempt to
open prefs, am unable to dropdown *any* menu OR select any links. need to
restart browser (via Ctrl+Q).

on linux: similar to winNT, except that i haven't yet gotten the link failure
problem.

pls let me know if any of the above should be filed as separate bugs, or are
indicative of the same bug. thx.

Filed this yesterday as bug 25702, which was marked duplicate of bug 25833,
which was fixed a half hour ago.

Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.
