Mail filtering should offer a copy action, Move does not always suffice.

Reproducible: Always
Steps to Reproduce:
1. Tools -> Message Filters -> New Filter
2. In the "Perform these actions" pane, find the "Copy to Folder:" checkbox and
dropdown.
3. There isn't one, you can stop looking.

Actual Results:  
No such option.

Expected Results:  
Message filtering should have a Copy to Folder option.

Unfortunately there is no practical work around, yet you can select a bunch of
messages and right-click for the Copy To option - strangely enough this is not
available in the Search Messages window. 
Thunderbird is the standard for connecting to our internal IMAP servers here at
ActiveState. In an effort to convert many of the ActiveState execs over to
Thunderbird we need to show at least basic filtering functionality.
