25884 - Only first instance of top-level application window works

In my 01/31/2000 WinNt debug build, I can only bring up one instance of each
application window (Navigator, Composer, Message Compose, Mail). If I attempt to
bring up another application window, it comes up without any content, and in
some cases (message compose) the window doesn't even show.

To reproduce:

1. Start the browser.
2. Select File->NewNavigatorWindow.

Notice how the new navigator window shows up but there is no content?

To reproduce with composer:

1. Start the browser.
2. Select Tasks->Composer. (Notice you can type in the composer window)
3. Go back to the browser window and do step #2. (Notice you can't type in the
2nd comoser window?

To reproduce with mail compose:

1. Start the browser
2. Select File->New->Message. (Notice that you can type in the message compose
window?)
3. Close the message compose window.
4. Go back to the browser window and do step #2 again. (notice how the message
compose window doesn't come up at all?)
