The Bookmarks Toolbar Folder should be deletable for people that don't want to
see and/or use it under the "Bookmarks" menu.  This should be a checkbox
somewhere in Tools->Options.

we've said no to this a lot of times.  Maybe if we changed our minds, we could
put something in Bookmark Manger to hide it, but not in the Options panel.
