probably bad CSS again, related to bug 251698
someone from layout should probably verify that this isn't a real bug before we
send this to TE.

A download made with opera displays fine in Opera, but gives same broken
impression using Mozilla. Bug 251698 seems to be a minor issue, visually.
This bug gives a very bad impression.

The apge relies on a bug in IE's rendering of the "height" property (it sets the
height of the main content div to 8px; this is ignored in IE, but not in Mozilla).
Opera implements this IE bug in its quirks mode, last I checked.
This is basically the same code-level (the site's code) problem as bug 251698.
